USA Youth & High School Rugby is proud to support USA Rugby’s Community Judicial Officer (CJO) training—designed to bring consistency, fairness, and professionalism to disciplinary processes across the country. As part of our commitment to safe and accountable competitions, we strongly encourage SYROs, Disciplinary Chairs, and other competition leaders to take advantage of this training opportunity.
The CJO training is grounded in World Rugby protocols and equips participants to properly manage Code of Conduct matters, lead Disciplinary Panels, and uphold the integrity of the game at the youth and high school level.
Why This Matters for Youth & High School Rugby
With more programs, players, and competitions emerging across the country, a consistent and fair disciplinary system is critical. This training helps ensure that the people responsible for these processes—especially volunteers—are equipped with the tools, knowledge, and support they need to do the job well.
2025 Community Judicial Officer In-Person Training Schedule
Attendees will receive classroom training and participate in real-match scenarios as part of the certification pathway.

Who Should Attend?
This training is ideal for:
- State Youth Rugby Organizations (SYROs)
- Disciplinary Chairs
- Competition Managers
- Any youth & high school rugby leaders involved in discipline
Note: Legal training is not required. Community Judicial Officers do not need to be lawyers—just committed individuals ready to support the game.
